The help comes either as a grant or as a second loan the program can forgive.

If you follow the program's rules, a grant is money you never have to repay.

After you keep the home, along with its first mortgage, for the number of years the program requires, the forgivable loan is written off.

Who's eligible for Oregon Down Payment Assistance (DPA)?

  • Your household income is limited to 100% of AMI (the area median income).
  • First-time buyers only: usually that means no home owned during the last three years.
  • Before buying, you take a homebuyer education course.

Your county and household size set most of the limits. Check our HUD income limits tool to see the median income in your area and where your household falls.

Applying for Oregon Down Payment Assistance (DPA)

  1. Because Oregon Housing and Community Services sends this money through approved lenders, you apply with one of them when you apply for your home loan.
  2. Before reserving the money for you, the lender checks the home, your income and your credit against the program's rules.
  3. At closing, the help is paid toward your closing costs and down payment.

Oregon Housing and Community Services's page for Down Payment Assistance (DPA) program has the full rules and says whether it's taking applications; you can also choose from the agency's participating lenders.
