Who meets the rules for Down Payment Assistance Program (HOME)?

  • Homes must be within the City's DPA program boundaries.
  • Area Median Income (Oklahoma City MSA) sets a ceiling of 80% for household income.
  • First-time buyer status isn't required.
  • You must take a homebuyer education course.
  • Price limit: for Oklahoma City (existing or new construction), the purchase price may not go above 95% of the median sales price, using the HUD-published figure.
  • At least 1% of the sales price must come from the buyer's investment.
  • Your first mortgage must have a fixed rate, and no ARMs are allowed.

Security for the forgivable loan comes through a deferred note and mortgage. The 10-year-and-60-day affordability period is prorated 1/120th each month.

Once you've kept the home for the number of years the program sets, the forgivable loan is written off.
